drill them out...or just use zip ties to secure the license plate for the mean time

I'm guessing this is the rear...if you wanna bolt it on ur gonna have to drill em out and re-tap the holes...then ur set, thats all I can think of

Just to make sure, this is for your front plates right?

Well you probably shouldn't have cut them off, because now they be even more of a pain in the *** to get out. You'll have to drill them out, but don't strip the threads.

You could have tried some WD40 to loosen it up. You can't access them from the rear of the bumper.

User a Dremel, and cut it off from the back.

Then use wall anchors in the holes to hold the plate on. The wall anchors that are best for this, are the ones that open and compress when you tighten the threaded bolt. Then you remove the bolt, and the base will stay mounted in the hole. I used them from my front plate, because the top ones were rusted like yours.

Let me find a pic of these anchors.........(I got them at Home Depot)

Ok, the blue lines are the direction the metal bends. The sides will form a wall when the end is pulled in by the bolt. Then when it can't be tightened anymore (DON'T over tighten....the bolt will streach and then snap if you are not carefull), remove the bolt, and then use the same bolt, but with a washer this time to hold the lic. plate in place.

The red lines is how thick you can go. Home Depot has a bunch of different thicknesses, and lengths. Once you remove the old stuff, find something that fits tight into the hole, and bring that with you to the store......then use it to find the right diameter anchor to fit in the hole.

And this is what it looks like when you are done.

Just make sure you grease the hole, so that it will not seize up again like the old bolts.

I had that problem. Cut the bolts off. Then used the lower plate mounting bracket to mount my license plate.
Here's a pic so you can see what I'm talking about.

I went though this same thing....you can access these holes from behind the bumper. On the inside of bumper there are 2 metal clips...in each clip has 2 holes....just pry this whole clip off so that its just the bumper holes itself. go up to honda and buy new clips for something like 3 bucks each clip. If it is rusted it should be eaiser to break off.

Two ways I'd recommend...

1. Take front bumper cover off. Take a pair of clamps or pliers and turn the backside of the bolt out. With a lil elbow grease, it should come out...spray some penetrating oil in there if you want to be sure. Just be carefull not to pull on the end of the bolt...you may just strip the threads on the bumper.

2. Take a drill and use a bit smaller than the diameter of the bolt and drill out the center. Then with a chizzle and a small hammer, hammer the edge of the bolt in a counterclockwise motion to turn out the bolt outter shell.

Both techiques should work. Good Luck.

Cheers.

many options to choose from but your best bet is to take off the bumper and attack these bolts from the back side then use stainless steel nuts and bolts to reattach.
