Yes, but when they are painted, you can paint over scratches, if there is no paint like on the Element, how are you going to fix it without replacing the bumper. Generally a painted surface is also more resistant to scratches than unpainted plastic.

 

I like it's options and practicality, but as far as the look goes I think it looks retarded!
