i think canada needs a program to assist parents on developing kids. it might sound costly, but at times kids' wrongdoings are due to bad parenting or bad influence of some sort. government should try to give assistance (not financial), but home-visits to do some talking (to both parents and kids; seperately), introduce some parenting methods and plans, also try to do some sort of mind-testing on kids to see if they are leaning towards a passion for commiting criminal acts or if they have a strong will and understanding of what's being a rightful act.
from what i learn in criminology and sociology, kids often take the wrong path when they don't distinguish a clear sense between right and wrong. and they tend to refuse to follow norms and rules because they believe in rebelious acts to catch attention or earn respect. often kids become like this because of bad parenting and bad influence. so i see why government should put some effort in this

Right now, with more reality in tact, I think the only difference that can be done is through Teachers, or responsible parents, seeing problems in advance and doing something about it.
So relative to your comment, makes good sense.
