If I am not mistaken, I don't think you are allowed to raffle off stuff on e-bay. Secondly, he had a quantity of 400 under one item to sell which really isn't accurate to what he was auctioning off.

That's the only two I can think of, correct me if I am wrong.....

Well the main rule was the part about it being illegal in both Canada and the US, and even if it was legal, you can sell "gambling tickets" on eBay.
