^^ basically what i think you are trying to say is that: Energy IN > or = Energy OUT ...

this is conservation of energy law

water can be fuel, when it is changed from H2O to H and O2

Conservation of energy is one part of it, but the chemical energy balance means that you will always lose energy in the cycle regardless of how efficient you make it.

Hydrogen is a fuel.

Oxygen, if you look at it the right way, is a fuel.

Water is the product of burning them together.

This can be undone, using more energy than was released by the original burning and you can burn the hydrogen and oxygen again, but you can't extract any energy from it which is what makes something a fuel.

that's why, the way to do it is you get hydrogen and you burn that using oxygen from the air. and since there isn't a hydrogen infrastructure this is not a viable option yet. how do you get all that hydrogen to supply a big country like us tho...?
hopefully it won't be like having a prius which is worse for the environment than driving a car with poorer gas mileage. (because of the transportation involved and all the **** that goes into the batteries)
