Neighbours waterline in garage blew, what to do?

Hey guys, as i was walking home, I noticed a long wide path of water leading to a sewer that was a couple houses down. You can hear the water spraying inside the garage. Its probably flooding their basement. I went back, no one answered, what can I do for them? I don't know if they went on vacation or out for the night. Can i call the non-emergency cops and tell em cause they can enter the house and turn it off? or what?

Thanks!
