the more cash the cops produce the more budget they can ask for.
it's like their quotas... it's not a written thing.. but if all the other piggies have more tickets handed then me, i'm gonna have to get to work the last week of that particular cycle.
also, it's all BS. the people who run the DVD stores really don't give a **** about a couple of fines.
you've got stores that operate solely on illegal goods.. you've got clubs you go to just to buy illegal drugs... how do these operate?
the 'gangs' have people on their payroll to protect and serve them.
