not effective enough.
you could simply have them go on trial by a civilian jury every time they shoot and kill someone.
and they will be tried as civilians acting in self defense.
charge them with murder, see what the public says each time
they'll be more careful
most of them will not take joy i don't think in killing civilians.. and it's part of their job.
they should just have to suffer consequences in unwarranted situations instead of paid leave

It's not rocket science. Just about everything you'd want to know about the cops and their various procedures is available on public record. You just need to learn how to read and how to find the relevant material.
