turn it into a standup comedy act.. use body language as much as you can. sure a portion of it can be about finding a topic.
I would talk about the blunders people do when they get nervous while publicly speaking. make fun of their body language.. things like putting their hands in their pockets, wobbling legs, excessive 'ummms' etc. etc. by imitating and exaggerating the movements, making funny faces and stuff, you can make it seem as though you are totally confident in yourself-- which will win over the audience and judges.
I tried it once wayyyy back and won 1st place.. mind you it was in grade 6!!! LoL. good luck

Hmmm…….what shall I talk about? What would be interesting, computers? Nah…cars? Hmm nah technology? Yes technology. Honorable judges’ teachers and fellow students as you may have guess or may not have, my speech today is going to be about technology! Hah wrong, my topic is on how to choose a speech topic.
Well I am going to help you find a good speech topic. Find something that you have interest in. I mean you are going to work and research about it for at least a good amount of time. Why would someone want to research on something they hate, I mean if I hate pigs why would I research on them. Why would you like animals that roll around in mud, and go “oink oink” Whoops lets get back on topic, speaking of topic lets find one for you. Find something that you have interest in, if you love pigs, sure do it on pigs. Choose something that you think your audience would like. Try not to talk about too serious topics. Make sure your speech is fun to listen to, it isn’t boring, it isn’t also bad to have some humor in it.

When writing your speech, try to make it interesting, and not boring, we don’t want to embarrass anyone when they snore while they sleep. Adding some humor in it wouldn’t be bad.
