it's amazing, i used this new website called google, and i did a search for 'daylight Saving' and it gave me the addresses of 446000 websites that could have answered your question

31st seems kinda late, i always thought it happened earlier than that maybe ur "google" find isnt so accurate

Here's the answer:

Time Zones & Daylight Saving Time
In Canada, Time Zones and Daylight Saving Time usually have been regulated by provincial and territorial governments.

Clocks are turned forward by one hour on the first Sunday in April and turned back on the last Sunday of October. Time Zones have been like this since 1988.

The boundaries and changeover dates have serial number 04, broadcast in computer readable form on short wave station CHU along with Canada's official time reference UTC (NRC): Coordinated Universal Time, the modern implementation of Greenwich Time.

A major change in official time practice will be given a new serial number and documented here.
