you are assuming the country is looking for the best for it's citizens.
think of it this way.
the government is a business.
you are it's customer.
it will do as little as possible to keep you from revolting.
as a retired person, you offer nothing good for the government. you are a drain.
a refugee can eventually become a new customer (tax payer) and increase the governments profits.
government, democratic included is nothing but legitimized organized crime.
---
the whole refugee thing is beyond me. a government will go to extensive measures to not let someone who might claim refugee status onto the country's soil, but allows them to stay once they make it.
why not make it easy to visit the country, and just as easy for the government to boot you out?

I took this picture the other day when I was walking down Younge Street. They were all singing "Oh Canada" until I passed by. Then they invited me to sit down with them and to engage in friendly [English] conversation...........NOT!
