That is correct.
when there is a clear blub, the light coming through the ion blue lens is yellow like ion-crystal bulbs.
when there is a clear bulb, the light coming through the clear lens is regular white-yellow.

if your trying to look for a bulb that looks white and performs good, try to look for a bulb with the least blue coating,
the cool blue bulbs at candian tire are pretty good in both areas.
the blue coating in the aftermarket bulbs just filter out the yellow to give you that pure white look. too much coating on the bulb will give you more blue look with decreased light output.

This is what I'm running now for bulbs... no blue, but whiter than standard bulbs and throw a better beam with longer reach and a distinctive cutoff:
Philips VisionPlus H4
and I'm using Osram Super H3 as my foglamp bulbs (match up nice to the VisionPlus and also throw an excellent beam).
I would highly suggest the Philips VisionPlus or Osram SilverStars (the European versions of the Sylvania SilverStars) as headlamp bulbs... but if you really must have that cool white look, try the Osram/Sylvania CoolBlues or Philips BlueVisions since their output is similar to a non-tinted bulb. And get the European ones! North American lighting is soooo outdated. I ordered mine from Powerbulbs.com in the UK and they arrived even faster than stuff from the States. http://www.powerbulbs.com Neither of these products are available in North America currently.
