when they say that the offset is 35/40 what does that mean?

I thought offset was a single number like either 35 OR 40.

It is a single number. What they mean is they make the rim in a 35 offset or a 40 offset, depending on your application.

So you can choose to buy the rim in a 40 offset or 35 offset. Its not both offsets in one rim.
