strip off the paint that is on there now with paint stripper (the gel kind works good)

wash thoroughly to remove the paint and stripper
give it a sanding with some 600grit, scuff it up good
go down to canadian tire and buy some wrinkle paint (thats what its called) its in the automotive paint section and buy a can of whatever colour you wanna put over top of it (blue in your case)
no apply the wrinkle paint as per instructions on can, let dry etc
now apply the blue paint over it and let that dry (re apply as needed)

now for the honda logo and writing that is stamped in to stand out take some sand paper and sand off the paint that is covering it (using a block sanding technique will work best)

another way to do this all in 1 easy step is to use truck lining...goto a shop that does truck bed lining and see if they can spray your valvecover with any left over they have

or u can go get it powdercoated

thats how u'd go about this...I'm gonna use the 1st method this summer

u buy wrinkle paint (its black) then u paint blue over it...unless u can find blue wrinkle paint...and its a good idea to change the valve cover gasket/o-rings while ur in there

i found a wire wheel works pretty good at stripping the paint off and it gets into the groves very good.
with this should take 10-15 min. to strip hole valve cover.

wire wheel is an attatchment for either a drill or an angle grinder, its basically a wire brush in ciricle (wheel form) used for removing paint, rust scale etc
