fixing tiny rust spots

Figuring that they are just surface rust...
Grind or sand down the spot, grinding is quicker but depending on what you grind with it can cause alot more sanding later. Grind or sand around the rusty area(how much realy depends on the size, for alittle spot id say no more then an inch) so you can get to clean metal. If it is to badly pitted to sand completely out use some rust converter stuff(sorry i forgot what its called) and paint with a primer that is ment for rust. Then fill any spots that need to be filled with spot putty scince it is a small spot, and sand smooth. Then primer again and sand with 400 gril sand paper making sure it is smooth and there are no more pits. Then if it is good and smooth wet sand it (get a buket of water and soak the sand paper in it while wetting the spot down also) with 600 grit sand paper. Then if it looks good you should be able to paint after cleaning the whole area, with a light thinner or alcohal. Then paint.

ide temp fix it by doing the above mentioned, sand it away fill it, paint, use the diffused paint method, by not masking off jus spraying the area up to an inch or 2 around it and fading out, and then jus either rubbing compound and buff it out, so it fades i nicer, not perfect but better then blistered rust bubbles

What you want to do, David, if the rust spots are not too deep, is to sand the spot down completely to where you see silver metal, clean of any rusts.
To level the sanded area with the surrounding perimeters, you can either apply body filler or spot putty (do not use them to fill in areas deeper than 1/4", as it will introduce problem later on eg. cracking) to surface. Follow up with sanding to make sure that the fixed area is smooth and level, and then primer, base coat, and clear coat it.
After 72 hours, you may use a mild compound to blend the fixed area with the rest of the car.
