Don't all high end cars now come with projector HID headlights? I can always tell when I'm driving at night on the 401 and see HID coming my way if it's a high end car (with projectors) or if it's an illegal HID installed (with reflectors).

I think you misunderstood,
If you are getting aftermarket projectors and just using Halogen lights with the DOT/SAE approved headlights that’s perfectly fine.
But once you add an HID KIT into your HALOGEN housing projectors, that’s when the entire light pattern is distorted.
It will throw light everywhere and you will get hotspots along the beam pattern because halogen projectors weren’t designed for HID apps.

In order to get OEM performance, you will need to RETROFIT OEM HID projectors such as Tsx, bmw, TL, s2k.
These projectors were designed for HID so you get an even ****** of light and a nice cut off.
Here are some more beam patterns of my E46 oem projector retrofit.

you might also get charged for that baggie of coke he 'found' in your pocket that he had with him when he stopped you.
