PLS!! NEED HELP WITH MY HID......pls pls

I am driving a 1997 honda civic sedan. I just brought a set of the XTEC HID system (H4 8000k hi low beam) 5 days ago and I have installed it right away. However, there is a problem...... When I turn the lights on, the right beam would not light up at all, the left beam has no problem. So, I turn it off, turn it on again, the right beam would light up but with a delay of 2 seconds and struggle its way through. Therefore, I turn it off and turn it back on again. this time, both beam light up no problem. Now, this problem happen very often and each time i have to go through the same procedure (turning it on and off for 3 times until it works normally!). I took the car for in total of 3 machanics to check up the installation and all of them said there is NO PROBLEM with the wiring and the installation. Does anyone share the same problem, if yes, how to solve it???
thank you so much..

well 1st of all, turning the HIDs on and off again is really bad for them.

how is it wired up? do you have a relay set up, or did you just plug it directly into the H4 plugs from the original bulbs.
