Rear fender rust repair

Apperently I have to fix my rear fender rust to pass safety, but there's no way I'm paying to have new panels welded in.

What cheap ways can people recommend to fix the corners. I'm thinkning Mono foam and spray can.

Unfortunately I deleted the pics off my server - but yeah, I used basically tape and bondo, then gave it a spray with tremclad.

Cost next to nothing and I passed saftey.

You can fill it up with foam, and then just fiberglass over it. Real easy.

Fibergalss to just before getting to the finished level, then run a thin layer of bonda over the glass in order to get that sick smooth finish. Wear a mask though, FG fumes are terrible for you.

Oh yeah FB doesn't rust so no problems there. The problems are the metal that still remains. It has to be completely cleaned of all rust then I would seal the metal with a sealer of some type.
