you could..
they're coated in blue right??

tho..you could probably fight it..
#1 they do emit a white light, and do not blink..
#2 the HTA clearly states you can not have tinted/coated lights..arguement could be made that the lights aren't tinted/coated, the bulbs are..nowhere does it state you can not have coated bulbs..

i have a friend who got a few tickets for running the razo bulbs. they aren't tinted, but emit a white light that looks a pbit purplish at times......

i've also known of ppl who have had issues with the cops for running piaas (but not sure which model, but not tinted).... said they were too bright or some crap like that....

edit: all depends on the officer. but if they aren't tinted and emit a white light, then you should be fine. worst case, fight it in court.

mine are really bright... and blinding on high beams... but its all white... it was funny actually cause i bought euro bulbs from honda once... not a good idea i know... but i had them on for about 3 hours and i got pulled over... my headlights weren't even on... it was just running lights... and is like those bulbs are illegal... i could give you a ticket for $110 a side.... he didn't thanks fully...
