the money you're gunna put into it porting, a cam, valvetrain, bolt-ons won't be worth it IMO.
If you're penny-wise you could peice a turbo kit together for your SOHC and have some fun.

For $2000 you could do a turbo kit. If you know where to find the parts for a good price and you do all the work yourself.

*edit* lol, zeeman, you posted just a second before me!

You can't just slap together a turbo kit for next to nothing and expect your engine to last and for it to be reliable.

Someone who knows what they are doing and how to set it all up can piece together a fairly reliable turbo setup for around $2000.

You shouldn't run any turbo kit without an intercooler, even if it's only 6-7psi.

It sounds like you need to do some more searching around before thinking about doing this.

Maybe just stick to the basics for now, intake kit, good header, and larger exhaust all the way back will net you a noticeable gain.

i've got a bunch of turbo parts for a SOHC mini-me project i was building for my CRX that i'd sell you for way less than $2000.
I've got an internally wastegated t25 (off a nissan s13, in good shape) mounted to a manifold that will fit any 88-00 civic, the o2 housing (stock cast-iron downpipe elbow) some auto DSM injectors, a front-mount intercooler, HKS BOV, oil lines and a chipped p28 setup with a boosted basemap, all you'd really need is some charge piping and a downpipe made, which you could get done for around $500 and a tune and you'd be pretty much set.
PM me if you're interested and we can talk about pricing and tuning.
