not sure which swap to do
I have a 94 integra and i want to get around 250 hp all motor but not sure if I should build a GSR or start with a b20 block with a vtec head. Does anybody know which route would be cheaper and which one would be easier? Also what would i have to do to the motor to get that kind of hp?

250 hp all motor? wow, i hope you have big money. the phrase cheaper and easier dont go with that number....expensive, alot of work, and planning.

I have an Ls non vtec in the car now so should i look for a vtec head and just build on that. I have about 2000$ that i am willing to spend. Do you think that would be enough. I don't want to turbo the motor though so what would i have to do to the vtec head/existing motor to get that kind of hp?

yes, but i'm sure he built the bottom end, built the head, had a nice expensive header, a free flowing exhaust, bigger injectors, better fuel pump, different intake manifold, bigger throttle body, etc, etc, etc.
The parts alone will be expensive, then you need to pay for all of the machine work, assembly, install, and tuning.
220whp is a LONG way from 250whp.
I made 250whp @ 8psi on my turbo b16 and i'm sure i spent way less than someone who built a 220whp n/a b20vtec. I also daily drive my car year round.
Hell to break 200whp on a n/a 1.8L or 2L honda is tough enough.
I've done a couple mild LSvtecs that hit the 200whp mark recently, and a few mild b20vtecs in the 210whp range. The 2 b20vtecs both had RS machines cast iron pistons with a CR of around 11.5:1 with stock rods, no porting in the head, basic bolt-ons and tuning.
