well, you'll need an obd2a-obd1 ecu conversion harness and chipped p28 (obd1 ecu) just to be able to tune the car. Then pay for tuning on top of the ecu/harness, plus the cost of the intake/header/exhaust you plan on buying.
You're prolly looking at more like $2000+ to get everything done that you want.\
Just "chipping" the ecu won't really unlock any extra power, its more from doing actual tuning.

Save your money and build the motor. Or turbo.
Because from the intake/exhaust/chip you will not get much noticible power. The only thing you will have is the illussion of faster acceleration due to sound lol
