There is no simple answer, it all depends on the brand, efficiency, trim, a/r ratio, inducer, exducer, housing, polish, bearing type, cooling, boost level, tuning, etc, etc.
No one can answer that question, even with a guess, unless you at least suggest a boost level.
For example, a Greddy kit for integra using a TDO4H18G, is about equivalent size to a T28 and at about 7psi I think makes about 65hp. I know this data isn't totally correct, but is about right, so those who know the exact figures, please feel free to correct me.

This turbo usually goes for $1100+ USD.
That's at least $1375 CDN before you ship and pay brokerage &
taxes. Which is another $250 CDN.
That put you in the $1600 CDN range.
Now if you don't think $1000 reasonable for this turbo that has less than 2 hours use on it you tell me what you think it's worth?

Now as for garret listing the turbo as 320 hp capable, I believe
garrett publishes their numbers on the conserative side. I've seen more than a few Audi 1.8t running this turbo at 300+ whp, along with alot of SR20 guys doing the same. 300whp would equate to around 340 hp @ the engine corrected depending on the application.
Now I don't own a Honda civic so I don't know how it will perform on one. But on a stock 91 Toyota MR2 Turbo this turbo made
295 whp @ 18psi if I rember correctly. With torque coming on early at 200 ft/lbs @ 3200 rpm. Very streetable turbo.
