well unless whoever chipped this ecu put a non vtec program onto it i doubt cutting j1 will help.
I would triple check the wiring at the ecu, you might be reading the plugs pins wrong, i've seen it before. Or try running the wires from the ecu to the vtec solenoid/pressure sensor yourself to make absolutely sure its right.
Did you ground the other wire of the pressure sensor? If not run a wire from the other pin on the pressure sensor to a chassis ground and see if that helps.

Remember aside from all this, your engine MUST be above a certain temperature or vtec will not work. Make sure the engine is up to temp before you go trying to hit vtec. Also, revving to 8000 without vtec is not a good idea...

anyways UPDATE:
i found a faulty wire at the connector to the solenoid. so i fixed that and my code 21 went away. but then for some reason code 22 came (which i didnt have before).
so im really confused now..lol and i really think its the ELD throwing it off and all wiring is good and there are problems with the ECU now.
did canadian p28s have the ELD? is there a way to tell if a P28 is cdm or usdm?
