call up eibach.... I forget the hieght of civic springs when uncompressed but you need that take that hieght drop it by like an inch or an inch and a half... then call eibach and ask for springs with the rates 350 (with the front hieght) and 450 (with the rear hieght) then you have springs with a 1 inch to 1.5 inch drop and a good 350F/450R spring rates...
Eibach makes tons of custom sprinsg .. also I recommend linear rate springs it'll be better for the track in my opinion.

koni yellows or kyb agx's it's just a matter of choice... adjustability is the key.... (kyb's are cheaper so get them)
I'd suggest a energy suspensions master kit for bushings around 500 I think
Neuspeed strat tower brace for the front and rear ...I dunno around 150 to 300 I have no clue
and a rear sway bar I'd suggest a 22 mm one from progress... bug Astroboy for his price since he hasn't mosted it (and claims it's cheaper then the price I posted)

Seein how you want to go too the track with your civic...
the setup would be nice:
H&R Sport (use the Integra Application because they have stiffer springs rates, stiffer spring rates means increased cornering and handling)
KYB AGX Shocks
Both ITR front and rear Sway bars
Front Lower Tie Bar
Generic Rear Strut and trunk Bar
Neuspeed Front Strut Bar

but honestly if you are going to the tack the car too the track, in my eyes Eibach's springs rates are very soft, so you tend to get a lot of body roll and would get a lot of a lean going into corners..
Just use the H&R and espeically use the Integra Application, since H&R to begin with is already stiff as is, your handling will be much sharper and more responsive...but dont worry about the ride quality it aint as bad as you think, just as long as you dont go with H&R race which will rattle your brains cause of the stiffness of the ride..
see look at this comparission in spring rates:
