you have a 1998 si and you failed? something's wrong with your car! borrow a cat from someone....replace yours
I juts got my e-test yesterday and passed with flying colours, and i have I/H/E , 2.5" cat-back...and my cat is the original one from my car! ...plus I have a 1993!
So i'm guessing you shouldn't have any troubles passing especially if your car is 5 year newer than mine, something must be really off ...

Hmm,
Lets get a few things cleared up here: How does the exhuast smell? (now I don't mean take a huge wacking huff man - a wee sniff should suffice) If no sulfurish smell, we can assume the cat is not rotted. How is the colour of the exhaust? is it somewhat visible and a black sooty deposit is at the tail pipe - you could be running rich. Running rich could be caused by 02 sensor not getting the correct readings - look for a possible leak in your exhaust. Also check your fuel filters - when was the last time they were replaced?
Once you do some checks, run a test to see what (if any)codes are being generated.
Then..
Give the car an oil change, clean out the air filter, run a bottle of "guaranteed to pass" and run the whole tank through. Fill up with clean gas, and drive the car "spiritedly" for 30 mins before going to the E test. Then keep the car idling while waiting for the test...

I passed.
I was looking for excuses to run up mileage to use my tank with 'GTP'... before my desk, I was revving the engine at red lights... even in the left lane behind people...
I got more than a few weird looks.. hahaha
