yes, but you will need to add the wires to your ecu (1 from the vtec solenoid and 1 from the vtec oil pressure switch) provided the new engine you are using is obd-1.

if you also want it to run at it's best you'll probably want to get your current ecu chippped and have v-tec added.

If you wanna spend that kind of money. It's cheaper to get the proper ECU (P28 is the USDM version, they go for 100$ or less around here).

You will add 3 wries. 1 Vtec wire, 1 Vtec oil pressure wire, and 1 vtec oil pressure ground. Everything else is plug and play if you buy an OBD1 engine.

zeeman will chip/vtec and add a basemap for around the sameprice if you dont want to go thru the hassles of finding another ecu, testing it to see if it works, etc.

not to mention running a p28 on a d15b isn't exactly the RIGHT ecu, you should get a p08 if you just wanna use a stock ecu.
If you use a p28 you'll still have to get it chipped to run the d15b program, in which case you'll pay more than having your stock ecu chipped and modded for vtec.
