OK, I find that a small motor means small power unless you turbo or just have really deep pockets (which you indicated that you don't). So, I would say forget the B16... go to the cheaper B18B for the extra torque, and spend some cash upgrading that. I would venture to say.... you can do an exhaust now, since you can keep that later on, but nothing else till you get you motor. I think the motor +$2000 in the engine will make you a happy driver.

OK, couple of things for free power:
Timing, advance a couple of degrees.
Adjust valve lash. I go .001 below recommended spec i.e.006 In, .008 Ex
Make a custom common ground system: get some 4 or 8 guage wire from a car audio store. Ground valve cover, transmission, throttle body, thermostat housing are all ground points.
Did this myself a year and a half ago before all of the hype, I kept it on for a reason - it works. Great gas mileage as well.
Keep your panel filter, take the resonator out.
Get an Si intake manifold - cheap
Get any B-series throttle body and portmatch to the manifold - also cheap
A little long, but hope it helps...

Can't forget the SiR badge.

So if I'm already using 94 on stock engine, advancing it would be beneficial? Since I'm already paying for the extra charges... thanks, how much do they usually go for to advance timing.
