keeping moisture from getting under carpet

i pulled out my carpet yesturday to dye it a different color, and i found that the under matting was kinda wet, and some rust was beginning to formulate on my floor. I'm gonna put all fresh under matting down, but was curious if i were to put plastic between the matting and carpet if this would help stop rusting by preventing moisture from reaching the floor, or if it would actually make it worse by keeping the moisture under neath the plastic, since there would be less air flow?

any ideas?

plastic would probably make it worse..any moisture that does get under it will sit a lot longer..

imo, undercoat it..it'll smell like shyt for a few days, but it's probably the best thing to do..
