Has anyone when doing there car mods like adding a skirt or lip gotten a permit for the modification or is it of really no use?

By theory, you must report all changes to your vehicle to your insurance company (eg. even small things like the addition of neon lights inside your car) so they can adjust your insurance rate accordingly. Failure to do so might result in the company cancelling your insurance policy or denying to pay you when an accident does occur. Having said that, I would report any big changes to your car to the insurance company (eg. I would report a body kit, but not a simple front lip) even though by theory it has to be reported.

when moddifing a car you should get it appraised and submit the appraisal to your insurance carrier so they can insure your car properly and accordingly so in the event it is stolen or damaged in anyway they can pay you claim in a efficient way.
now this could increase your rates or get you cancelled but your broker should look after you.
