Prima Facie question

Prima Facie question

I know that some/all charges under the HTA are prima facie, meaning that the cop has to prove 3 things, and thats it. Is this stated in the HTA? I tried looking this up there but couldn't find it. Anyone know where the prima facie rules for HTA are stated?

good question, i have no idea this might help me too, i heard from other people that have fought tickets and are in law school that to get off a ticket scot free (moving violations) you must prove 7 points of non-guilt.... dunno if it's true or not, but that's what i heard...
